    1. 1. Background

Cambodian Water Supply Association (CWA) is a local organization that was established by a group of Private Water Operators (PWO) in 2011 with the support of USAID Cambodia’s MSME project.​ The objective of CWA is to “create and enable an environment of collaboration and learning among private water operators and/or national and international stakeholders in the water sector irrespective of their political affiliation”. Presently, the CWA works in partnership with several NGOs including, East Meet West (EMW), WaterAid Cambodia, USAID-WASH-FIN, and UNICEF to supply can get access to clean and safe, sustainable water following the Cambodian water quality standards.
Role of CWA 1). Support and promote mutual cooperation among private water operators in Cambodia, 2). Enhance the knowledge and technical skills based upon leading best practices in Cambodia, 3). Encourage the sustainable expansion of water supply services in Cambodia by the private water operators.

    1. 2. General Context

Consortium for Sustainable Alternatives and Voice for Economic Development (CO-SAVED) is a 4-year action implemented by a Consortium of AEA, Bandos Komar (BK), Buddhism for Social Development Action (BSDA), the Cooperation Committee of Cambodia (CCC), Cambodian Water Supply Association (CWA), Heifer International (HI), Impact Hub (IH), Kampuchea Action to Promote Education (KAPE), Pacific-Asia Travel Association (PATA), Young Entrepreneur Association of Cambodia (YEAC) the National League of Local Councils (NLC), four Associations of Districts, Municipalities, Communes, and Sangkat (AMDCS), Cambodian Coalition of Fisheries, 20 other civil society organizations and 17 private sector / social enterprise actors as associates.

CO-SAVED is founded on an innovative model of sustainable growth and development that synergizes partnerships among the private sector, government, and civil society to drive progress toward sustainable development goals.

To contribute to achieving the objectives of the CO-SAVED, the CWA will be appointed to work with qualified Private Water Operators (PWOs) in all targeted provinces. The contribution would help CO-SAVED to complement the INTERMEDIATE OUTCOME 1.4 Effective, efficient water and sanitation systems respond to the needs of CO-SAVED schools and communities. Specifically, OUTPUT 1.4.2 Communities have access to clean water and WASH awareness.

    1. 3. Project Objective

The main objectives of the assignment are as follows:

      • To assist 8,125 individuals in four targeted provinces namely, Kampot, Kep, Koh Kong, and Preah Sihanouk to access clean water (piped water and improved water)
      • To strengthen roles and responsibilities of PWOs and local authorities in the Water Supply sector
      • To form the water quality and services monitoring groups
      • To raise awareness of local authorities, local councilors and community people living in the fishery communities on the benefits of using clean water and the impacts of using unsafe water supply on human health

Multi-stakeholder Collaboration (MSC): CO-SAVED will engage different civil society, government, and private sector actors in support of action outcomes.  CO-SAVED partners recognize that challenges of inclusion and ensuring that no one is left behind require multi-sector and multi-stakeholder approaches.

What is meant by this is dialogue: 1). across sectors of environment, education, energy, 2). across stakeholder groups (i.e., SFF, PSRs, LAs, LCs, CSOs, SEAs), and 3). across levels (i.e., from the village to the commune, district, provincial, and finally national level). CO-SAVED will synergies partnerships that drive local economic development through participatory governance, enhanced service delivery, and sustainable, green livelihoods.

      • Outcome: Effective, efficient water and sanitation systems respond to the needs of CO-SAVED communities. WASH is a necessary enhancement to couple with educational quality improvement. The communities in CO-SAVED intervention areas struggle with access to clean water and hygiene. As such, IO1.4 will focus on providing these basic services to upgrade the quality of life in communities as well as in schools. WASH improvements will also interface with other green enhancements supported under OC3.
      • Output: Communities have access to clean water and WASH awareness. CWA will work closely with key actors in the Water Supply such as local authorities, commune councilors, Private Water Operators, NGOs and local community people including fisher folks to improve clean water supply in all targeted communes through building capacity training, meetings and awareness-raising.
  1.   4. Main Activities
      1. 1. Organize the action launch led by CWA.
      2. 2. Organize feasibility study on the establishment of CWS.
      3. 3. Construct the community water supply (CWS) – 3 sub-awards or grants of $35k for 3 villages each for a total of 12 villages = $105k.
      4. 4. Governance meetings (CWSMC) for each of 12 villages selected.
